Our Philosophy: Partnership, Linkages, and Mutual Success

At Jamaica Central Labour Organisation, we understand that the success of any business operation hinges on the strength of its workforce. For decades, employers and workers have trusted us to facilitate the exchange of skilled labour to drive productivity and growth. But what truly sets us apart is our commitment to a human-centered approach and the unique role of our Liaison Officers.

Partnership

For over 80 years the Government and people of Jamaica have benefited immensely through our overseas employment programs. More than 5000 workers have been registered to support farms and hospitality industries across North America. We believe that sustainable partnerships are built on more than just filling workforce demand. Our partnership philosophy revolves around three core principles:

  1. Dignity First: Workers are integral to the industries we operate in. We prioritize their well-being, fair treatment, and access to support, ensuring they arrive motivated and ready to contribute.
  2. Employer Empowerment: We don’t just supply labour, we equip employers with solutions tailored to their operational needs, compliance requirements, and long-term goals.
  3. Bridge, Don’t Broker: Our Liaison Officers act as proactive partners, fostering trust between employers and workers to resolve challenges before they impact productivity.

Linkages

An important role of the Jamaica Central Labour Organisation is to act as important link between Jamaican workers and their employers. Liaison Officers are the heart of our service model. They understand and follow both US and Jamaican laws to ensure that workers follow and benefit from those provisions, including support for their family and children while they are away. Liaison Officers are embedded in every step of the process to ensure seamless collaboration and productivity:

  • Pre-Placement Preparation: Liaison Officers work closely with employers to understand specific labour needs, site conditions, and cultural dynamics. They also prepare workers with orientation sessions covering laws and protocols, job expectations, and available resources.
  • On-Site Advocacy, Cultural and Logistical Support: During the season, Liaison Officers serve as on-the-ground mediators, addressing concerns from both employers and workers. Whether it’s resolving misunderstandings, ensuring compliance with labour standards, or coordinating access to healthcare, they are there to keep operations running smoothly.

Mutual Success
